Man, I forgot Horikoshi is a fudanshi shipper that had to be "reminded" that Deku is straight.
Okay, so the true reason they used the stealth suits for 5 minutes is because they were gonna make the first stealth mission while wearing their normal costumes. Horikoshi wasn't asked to design new suits but he drew them anyway and they decided to use them. Here's the source:
