Yoji Shinkawa style brains fill in a lot of blanks, so you don't have to outline everything. Instead imply the outline exists with some tactical shading. Here you can also see lines that go through the black ink shade of the hair and the outline of the jaw.

Yoji Shinkawa style creates visual interest, so using heavier ink on some parts creates a "rhythm" that makes whole artwork feel balanced.
